A method, not a league table
Search for free zone comparisons and you will find rankings: best zone, cheapest zone, top ten. They are popular because they are easy to read and they are close to useless for an actual decision, because they rank on attributes that are not your constraints. The zone that appears first is frequently the one paying most for the placement. What follows is the sequence we work through with clients, which usually reduces forty plus options to two or three within an hour, and does it on facts about your business rather than on anybody’s ranking.
Who needs it
Anyone who has decided a free zone is the right structure and now has to pick one, and anyone who has been recommended a specific zone by a broker and wants to test that recommendation against their own constraints before committing.
How we do it
Every engagement is different in detail, but the shape is consistent:
- Filter on the activity list first. Every zone licenses a defined set of activities. If yours is absent or licensed only under a category that misdescribes it, the zone is out, whatever it costs.
- Filter on visa capacity second. Establish how many residence visas you need in years one and two, and check the facility tier required to support that count in each remaining zone.
- Establish the facility that implies. Most zones offer flexi-desk or shared-desk options that satisfy the licensing requirement at a far lower cost than a mainland tenancy, with visa quotas scaled accordingly and the step from a shared desk to a private office is usually the largest single jump in a zone budget.
- Check the renewal and audit obligation. Audit requirements differ by zone. Some tie audited accounts to licence renewal, others do not require them at all In some zones a late audit interrupts the licence, which makes it an operational risk rather than a compliance one.
- Check mainland reach, if you will ever need it. Some zones operate arrangements with the mainland authority that let a zone company hold a mainland licence without relocating, and the terms differ by zone so a zone with a workable arrangement may be worth more than a cheaper zone without one.
- Only now compare cost, and compare the second year rather than the first, because promotional first-year pricing is widespread.
The questions that actually separate zones
Once the activity filter is applied, zones separate on a small number of practical differences. Whether an employment no objection certificate is required, which matters enormously to anyone starting a business while still employed and not at all to anyone else. Whether audited accounts are tied to licence renewal, which sets your annual calendar. Whether the zone has a workable route to mainland customers. How the zone’s own visa quotas step up as you take more space. How quickly the zone processes applications, which matters when a contract is waiting. And the reputational question that founders rarely raise but banks certainly consider: some zones are simply better recognised by UAE banks than others, and that shows up as friction at account opening rather than as a line in any comparison table.
Where cost genuinely differs, and where it does not
The difference between the cheapest and the most expensive zone for an identical single shareholder consultancy with one visa is real but smaller than the marketing suggests, because the licence is only part of the cost and the visa element is broadly similar wherever it is issued. The differences widen sharply in two situations. When you need several visas, because the facility tiers that support them diverge between zones. And at renewal, where promotional first-year licence pricing ends and where an audit requirement, if the zone imposes one, adds a professional fee the cheaper zone did not appear to carry. Comparing zones on a single shareholder first-year package therefore flatters the cheap end of the market and tells you very little about what the entity will cost to keep.
Where this goes wrong
The same problems recur, and every one of them was cheaper to prevent:
- Starting with price. It is the last filter. A cheap zone that cannot license your activity is not an option at any price.
- Trusting a ranking. Rankings sort on attributes that are not your constraints, and placement is often paid for.
- Ignoring the audit rule. Audit requirements differ by zone. Some tie audited accounts to licence renewal, others do not require them at all and where it gates renewal it becomes an operational deadline.
- Forgetting the no objection certificate question. If you are employed, whether the zone requires an NOC from your employer can decide the matter on its own.
- Comparing first-year packages only. Promotional pricing ends; renewals do not.
- Taking a broker’s shortlist at face value. Ask whether they receive a commission from the zone they are recommending. The answer is frequently yes and it is a legitimate question.
The timing
After you have concluded that a free zone is the right structure and before you pay any zone anything. If you have already been given a recommendation, run it through the four filters above; if it survives, it was probably good advice.

Not inherently. It is worse only if it fails one of the four filters. Plenty of businesses are correctly licensed in inexpensive zones and would gain nothing from a more prestigious one.
